Winchester City Council are obliged to carry out a Strategic Housing and Employment Land Availability Assessment (SHELAA) or 'Call for sites' as part of the Local Plan review. It provides an opportunity for land owners, their agents or other interested parties to propose potential development sites. They do so for commercial reasons and the number of proposed sites vastly exceeds the amount of development land which is likely to be required. Many sites are highly speculative, being in conservation areas or outside settlement boundaries.

Final figures have not yet been received from the Government but WCC anticipate having to build an additional 600 houses (above those already planned for) in the period to 2036. They hope to provide these additional dwellings, as far as possible, from small developments within existing settlement boundaries.

The SHELAA report can be viewed on the WCC website and any residents with concerns are advised to contact their City Councillor
